In this video you can see the flashing light at about the 10 second mark. It's not coming from a gun because the window is not open and not broken, but what the hell is it? Why would someone have a strobe flashing?

Cameras and focus in casino is primarily pointed at house money. They focus on the tables. The hallways and elevators are recorded but not priority focus. Ability for CIA to loop a nothing recording when buyer transfer from his floor (Maybe 4th floor) to 32nd floor. If the buyer knew ahead of time. The strobe light was setup as a distraction before he went up to the room. People eventualy lool towards the casino and see the strobe light and assume that is where the gunfire is. It was for diversion and more time.
During a concert because it's probably fucking loud and interferes with audio. Seems he got a room next to a concert before. Plus casino and police are going to be paying attention to gamblers and concert issues (drunks, minor injuries ect.). Vegas has so much foot traffic, it easy to blend in with roller bags.
Odd we haven't seen casino recordings. hope they didnt have ant random tech issues at this time.

There was a laptop in the room right? Seems odd for someone with no footprint. I'm guessing the laptop could have been used to loop camera during movement from 4th to 32nd floor. Cameras switched back when buyer enters room. Interested to see if the cameras picked someone else leaving. The videos and pictures I've seen of these rooms show they are sealed windows, but If the window was open, it would cast a different silhouette. That window is uniform with the others. Also while this flashing was happening there were no gunshots. This is a strobe, it doesn't stop flashing for a reload.

Could it be an IR diode from a video camera? If someone was recorded from a video camera and using the "Night Vision Mode" or "Infrared Mode" sometimes it emits an Infrared flashlight essentially, that can only be picked up by Digital cameras/videos, since the Infrared range can't be seen by the human eye.
You can easily see what I mean by just taking your ordinary tv remote and holding a button down while recording it. It will flicker just like the flickering in OP's video.
And no, I'm not saying it's a remote control in OP's video, but it could be a random other person in that hotel room recording the crowd or even the city with their video camera with the "Night Vision" mode on their camera. And the IR diode on the camera could be emitting that strobing light.

I cannot prove that those Windows specifically do not open, but in my first hand experience working in a tall building covered in Windows, they did not have the option to open. Increased liability and energy efficiency are the two driving factors for this.
