Pre-Crisis, Post-Crisis, or DCAU?
Pre-Crisis is probably the hardest since that was the era of "give him new powers whenever it would solve the plot." Still someone completely broken like Getter Emperor or GER Giorno Giovana could take him down.
Post-Crisis is a bit easier. Superman's still really fucking strong, but his power level is at least within reason. This is where people argue about whether he could beat Goku or not. At this point he'd probably lose to Ultraman or GaoGaiGar.
DCAU Superman is much weaker than comic Superman, being incredibly strong and tough instead of practically invincible from the normal human perspective like he is in the comics. At this point he'd be a match for most skilled pilots from Mobile Suit Gundam, and any mecha stronger than that would easily beat him. He'd roughly be the equivalent of Goku if he couldn't go Super Saiyan, so most DBZ villains post Nappa could probably beat him. Korosensei would be too fast for him to catch, so he'd probably lose on those grounds.
And of course, there's Superman's less well known weakness: magic. Superman's superhuman endurance doesn't help him against magic, so any sufficiently skilled magic user could defeat any iteration of Superman. Lina Inverse is basically his best foil for anime characters.
