Best info I can find is that Pili puppets are 30 cm tall. I'd say they may have gotten bigger since the ones used in Thunderbolt Fantasy since they look around one and a half feet tall.

Chinese / Taiwanese voice acting has historically been pretty bad - cheaply done, and often using a stereotypical cartoon-y voice. It's only recently that you occasionally see productions with better VA work.
That being said, these puppet shows were once skits you could find done in a small village or something, put on by one or two guys. While manipulating the puppets they'd speak all the lines (including the female ones). It sounded terrible really, but the point was that it was more like listening to a storyteller than watching a play.
