Paddock was an illegal arms dealer. He choose the location based off of crowd sizes, hence the music festivals to hide the presence of the buyers and give an alibi for the buyers if ever questioned on location by authorities. He created the character of a high roller to prevent his luggage from ever being questioned or inspected out respect by the casinos (probably never dealt with such high quantities of weapons and ammo that would require multiple trips that would raise suspicion, think specialty/rare arms would also explain squeaky clean history). He kept himself off the radar by the IRS through laundering money in real estate and gambling.
One day the FBI catch him in a sting operation and give him two options go to jail or become an informant, doesn't want to end up like his dad so Paddok accepts the latter. FBI gives Paddock the task to continue business as usual so he can keep his black market profile un-suspicious till they are ready for the big one. This could also be the reason why he sent his GF to buy a house, far away from his betrayed customer's, think of it as his "relocation". 100,000 would buy a very comfortable place in the Philippines
The big one comes the FBI notify Paddock of the details. Paddock sets out his last deal before he retires. Paddock arrives in similar fashion as he always does, and after settling in goes to the "tables" and his regular buisness. The FBI then loads his room with the necessary devices.
The last day of Paddocks life.
Paddock wakes up a does his normal routine. The head FBI honcho in charge of the operation comes to his room around lunch to discuss the plan and his buyers. Would explain why the cameras in his room were streaming, probably to the FBI survailence van/room
The buyers were also playing it very careful. They had infiltrated the staff weeks in advance. They had probably noticed the luggage and who was delivering it. Upon ordering lunch that day the buyers placed the baby monitor in the lunch cart to listen into whatever conversation was being had (Paddock bought a ton of expensive rifles and explosives and then goes to buy a baby monitor that just does not add up). Buyer finds its a setup and gets really angry.
Buying time comes along and goes without the buyers showing up (probably set the time near the beginning of the concert that way the buyers could get lost in the crowds when the concert ended) . FBI and Paddock think buyers got spooked (or they called) and start packing up.
Last moments of Paddocks life
Knock at the door buyers pretending to be room service, or the FBI. Paddock goes to the door and opens it and is greeted by the buyers who shoot him in chest (could have also happened at some point during the massacre). Also during or before this point the FBI is compromised.
Buyers (probably ANTIFA or ISIS) knowing that guns in the room can be tracked more then likely decide to use them there and now. Shooting begins, my guess there are 3 in the room: 2 shooting 1 looking for something. 9 to 11 min later security guard comes and gets shot by shooters. Shooters decide position compromised and leave taking something with them (my guess bio weapon). The note on the desk is either a fake suicide note or a warning letter to the FBI and other authorities (which would be a good reason why they haven't released it yet). There could be other shooters, but nothing the points to it yet.
This would explain the lack of preparation paddock took to protect himself if wanted to survive and escape the ordeal (i.e. body armour, ear protection pretty much any shooting safety device), according to the police.

I also think its likely he was an informant, it explains why nothings really leaking out - the FBI has blood on their hands since it was /their guy/, but they also likely caught him in some type of honeypot, so they can use the "national security" excuse to avoid a PR crisis.
Keep in mind the casinos only care about two things - making money, and plausible deniability. Shady shit goes on all the time in Vegas, drug deals, arms deal, you name it. By gambling with all the money made from arms deals, he likely hits enough jackpots to justify his wealth on tax forms & the casino makes a hefty profit from his losses.
It's also possible the local cops/FBI are aware of the type of stuff that goes on, but won't interfere as long as the casinos pay their taxes, donate to cop-friendly organizations, etc.
