1/2: Stephen Paddock is an FBI operative; who was "radicalized" to ISIS in the Philippines in October 2016. The cover for this "radicalization" was tied to the incident in the Philippines where a Police van ran over protesters decrying American imperialism. We know of the strong presence of ISIS in the Philippines, and the FBI wanted to attempt to infiltrate. Stephen Paddock was introduced to ISIS in the Philippines, and expressed his desire to carry out jihad in America.
The FBI plan was to carry out their standard operation, namely, infiltrate a group of radical Religion of Islamists and fake a terror plot to subsequently arrest the individuals involved. Everyone is aware of this strategy, with the joke being that the only terror plots that the FBI stops are the ones that they create. If the general public is aware of this, so is ISIS.
Las Vegas was planned to be something much bigger, and we know this because it was planned by our own intelligence agencies to arrest the conspirators. The plan was to carry out a mass shooting, along with bombings in different areas using the Tannerite and Ammonium Nitrate. To set all of this up, the FBI had Stephen Paddock act as the procurer; with the meet scheduled in Room 32135. Once the transfer of weaponry and Tannerite was completed; the FBI would arrest the conspirators as they readied to carry out the attack. To make the charges stick, it wouldn't be possible to arrest them with possession of legal items (Tannerite, and Semi-Automatic Weapons with legal Bump Fire Stocks). So they needed to catch them "in the act."
Where things went wrong, is when ISIS called an audible. In the hotel room, they killed Stephen Paddock, carried out the mass shooting, made their escape to the Four Seasons and were exfiltrated via Helicopter.
It explains why Paddock is a ghost, had a "partner" that he is not close with according to those that know him, and had all of that disposable income to gamble in casinos. The FBI can't say anything, because they provided all of the weapons, explosives and ammunition (Could have been a BYO Ammo event).
This explains why the terrorist event in NYC was shut down. The FBI had a similar plan in NYC as they did in Vegas. However, they arrested the individuals prior to the transfer of Firearms and Tannerite. That's why these individuals were arrested with just plans to procure weapons and explosives; they realized that ISIS had a similar plan in NYC that they did in Vegas. We're never going to hear what happened because the FBI set up the meet and transfer of weapons through their undercover agent Stephen Paddock. Marilou Danley was cleared so quickly, because she was also an asset used to facilitate the meeting between Paddock and ISIS in the Phillipines.

That's the reason the safe bet is to doubt big cases will ever be broken. It's not that they aren't trying to; it's that at some point someone says, "If you go through with this, here's what will happen," and they back off. It might be blackmail ("here's what will happen to your family, or to a city"), or it might be logical consequences (economic collapse and war killing millions), but the investigators get convinced the right thing is to leave it alone.
