"rare earth" materials are not really any more common in china than in the rest of the world, the difference is that in places where they are more common, the material mined also often contains some elements considdered hazardous, and which are heavily regulated in many country's including the US.
The most common problem material is thorium since it is radioactive and poisonous.
This is one of the reasons Thorium-fuel ractors are so attractive, because you turn the best rare earth mines which often contain thorium from a liability into an asset.
