I suspect a big part of the delay re: North Korea is because it puts US/Seoul/etc in a tough position:
NK is ruthless and powerful enough that America will have to bring out a lot of their secret tech to win quickly and cleanly.
Space weapons, complete surveillance, etc. Shutting down Korea in a weekend or so is almost certainly possible but would take revealing a huge quantity of classified weaponry.
If they use it, then the cats out of the bag. Major internal and international diplomatic fallout.
