It's pretty shit, actually. Both the series and that specific arc.

I can understand not liking a specific arc, but the whole series? What's not to like in a noir police story with a no-nonsense protagonist who actually uses his gun?

Ida's no-nonsense, but he's also extremely dull in large doses, and he rarely really does anything interesting. He's just a basic static hardboiled cop character you could find in any old dime novel. And the different scenarios are almost all ridiculously overwrought and and fall short at their attempts to be poignant or thought-provoking.

Well, personally, I like that he's a guy that doesn't match the tempo or the mood his opponents try to dictate. In short, Iida is often expected to do something, but rarely does what's expected of him, and personally pushes the story in new and interesting directions. In short, he often overwhelms people by intentionally doing the most annoying thing he can do them, but while he does it quite reliably, I don't think he does so in a predictable way. There are quite a few characters that act like they're the protagonists of some Shakespearean tragedy and try to lead events around like it's some sort of dramatic story, but Iida drags them down to earth and remind them what the law is. In fact, maybe it's exactly the fact that he wrecks the narrative so that makes him interesting.
His side that's extremely inflexible about the law might be a little dull, but if he didn't have that, it'd be just a story about a guy doing whatever he wants.
As for the stories, I admit that didn't like all of them or how everyone seemed to be disposable, but I found most of them to be entertaining.
But to each his own, I guess.
