That's because they have to cater to the audience's preconceived ideas about what a story is in order to tell it completely in 2 hours. Films aren't like novels where you can spend two hundred pages establishing a character's backstory to reveal his motivation. You have to do it in essentially 30 seconds or less, generally in the first five minutes of the movie, or else the audience A) won't get it and B) will get bored.
