This would line up perfectly with the 2 shooters theory. As for where Paddock fits into all of this, I am almost certain this was a weapons deal and he was the dealer. Whether or not he was working in any official capacity for either the FBI or CIA is not clear at this time, however it would not be shocking to find out he was working for either of them as they have a history of such operations.
