The point of Cell saga was Gohan had to get over his fear of killing. He wanted to protect his friends and planet, but he never killed someone. He had to understand in order to do so he had to sacrifice something. He stopped training because Goku promised him the planet was going to be safe because he was going to stay dead.
In the Buu saga Gohan didn't hesitate in trying to kill Buu, but he had to understand Earth would be always in danger and because he had the power to protect it he had to take responsibility in train to stay strong because daddy wasn't going to be there to fix his messes. But Toriyama ditched this plot when he revived Goku, he still could go along with it though.
