He's probably one of the top 5-10 smartest presidents we've had (I know that Nixon and Hoover had the two highest IQs, but Carter probably follows shortly after). I agree with pretty much everything else you say, though. The only exception is that throughout most of the 80s the cold war had begun to thaw, so there was less of a threat of nuclear annihilation: that was more of a 50s-70s thing.
