Even if a haircut isn't useful, Harada has serious issues with authority and he could really stand to learn some discipline. USA isn't the whole western world. Here in Germany our teachers are actually good for the most part.

If its an unreasonable, unrelated expectation theres no reason to comply without explanation. Harada is behaving entirely reasonably.

He tries to follow his baseball related commands and is disciplined and focused at it. No talking while running, no cellphones when you practice or anything that can distract you, be serious about it. He didn't complain when he was told to get off the mound and go catch some balls. He usually complaints about some things but also has a point in his observations but everyone disregards him because he doesn't suck everyone's dick or isn't everyone's bitch, like apparently you're supposed to be if you're new in the baseball team. Takumi is strongly against bullying and most of the times he's being a brat it's because someone's forcing him to do something illogical in his head. You don't fix any brat's attitude by forcing some kind of superiority hierarchy, you fix them by trying to understand their reasoning and figure a different way to deal with them. Beating the crap out of them and instigating fear might work with some kids but it will have the opposite effect in others. The old man literally explained this.

A buzz cut is part and parcel of being on the baseball team in Japan. It's basically part of the uniform. Harada being a special snowflake puts him at odds with the rest of the team who all have buzz cuts or similarly short haircuts. If he's not willing to do something as trivial as this, it calls into question (in the eyes of those around him) his devotion to the sport and his ability to be a team player.

I'm not defending the coach, and I'm not specifically endorsing the act of getting a haircut. It could be anything, but that's not the point. This is Japan and the nail that sticks out gets hammered down.

In general Harada is self-centered and doesn't seem to see or care about how his actions affect those around him. Him playing baseball influences his frail brother and it influences Gou away from his studies (not that I'm saying that these are necessarily bad things), and this haircut issue impacts both the strength of his team and his relationships with his teammates. Again, this is Japan, and he really needs to learn how to read the atmosphere, as they say.
