Not really, the computer he engineered(not alone) has nothing to do with what we understand as "computer", it is a computer made for a very specific task.
Much like a calculator which can add numbers, but nothing it else. Turing was also not the first to do that similar (although significantly less developed) machines existed before that.
What Zuse achieved was to build the first "all purpose" Computer something which is called "Turing complete"(!) meaning that it can not only do a specific task but all possible computations (within physical limitations).
That is Zuses important achievement, building the first modern computer.

All precision machining of metals comes from Britain thanks to dudes like Henry Maudslay (first proper metal lathe) and Joseph Whitworth who came up with the 3-plate method to create the world's first true planes (surfaces of cast iron that are precise to few millions of an inch). Germans in those times could only carve boring shit out of brass by hand.
Japan had absolutely no idea about real precision and complexity up till they were defeated in WW2 and their scientists were going to US conventions to be amazed by various precision grinding and lapping machines. They came back to Japan with a notebook full of hand drawings and started creating their own industry.
The real strength of Germans and Japanese in the later years is nothing more than their abbility to sacrifice enough population to work in heavy industries.
Germans were known to build strong sturdy things (they didn't really care how much a machine weighed) and also they were stubborn enough to sit and lap glass pieces into perfection (Leica, Zeiss had very good optics for that time).
Japanese have also an interesting devotion of their population to sacrifice their lives to produce material goods be it machines or electronics and be stubborn enough to achieve perfection and were good in incremental upgrades.
Japanese and Germans nowadays are only good at overengineering things even though it's not really needed. You might save some time and money using german or japanese machines but in the end it won't help you bring a better product because the soul of the product is in its design (how it works, not how it looks).
Every bigger breakthrough still comes from the US or Israel which serves as a basis from incremental updates comming from Germany or Japan. Japan might seem like they are so good at electronics but they hardly ever come up with anything new. They just copy and put a bit of an incremental upgrade to it + crazy subsidies keep their electronics companies afloat.
French are just as good at engineering as Germans, from my experience even slightly better.
