It's the best system to encourage meritocracy. IE, the best people going to the top and getting replaced if they don't perform. It historically isn't the most stable system though compared to older systems like monarchies.

Japanese democracy is interesting, policy is developed by the civil service to a far greater degree than in Western countries. The LDP was in power for so long after the war that it was really a democracy in name only, despite regular elections. Asian countries like Singapore also offer an alternative "democracy-lite" model of governance. They have elections, but they're run by a managerial elite.
