Well, KLK had one as MC and had another one as secondary and (later) supporting character. Too bad Trigger blew it up with the story during the second half.

Because it's old as fuck. Japan had a sukeban boom in the 70s and early 80s in their pink eiga and B-movies. Same reason there aren't many cowboy movies or TV shows nowadays in America. People got sick of them and moved on to the next popular fad.
I know a couple memorable characters, like the Yankee from Fruits Basket, but I'm with you on this one. An anime centered around that culture would be pretty cool.

I'd say part of the reason is cultural backlash to bullying in general though. Japan has an absurd number of suicides every year. Chances are their culture as a whole is attempting to combat this.

People's tastes just changed and a new generation of mangaka have no interest, so it just naturally died away. That style is more like cosplay than a legitimate form of expression/character now.
