Basically the way it worked for Cubans is that they were granted a special refugee status in the U.S. They still had to go through the same process as anybody else who migrated. Only difference is that they weren't here on a work visa like most illegals that cross over from Mexico, which is not run by a dictatorship nor are they being persecuted. The U.S. had a lot of business with Cuba pre-revolution. A lot of family owned Cuban businesses moved to the U.S. when Castro hit the shores. They were constantly lobbying the U.S. for something to be done. The Cubans that arrived as refugees in the 60s and 70s were granted residency and protection from the Cuban government. They still had to go through the same exact long process to become U.S. citizens as anybody else. Also worth noting that Fascist Spain also granted Cuban refugees full residency. Ironically one of the only countries to have a staunch anti-Cuban sentinment was Mexico. They would turn away Cuban refugee boats at sea. Which is pretty ironic since Mexico helped Castro by giving him a safe heaven, boats, weapons and a place to launch his invasion of Cuba. In a way, Mexico was a catalyst for the Cuban revolution. Which is why there tends to be a very high level of mutual hatred among Cuban and Mexicans more so than most other Hispanics.
