It's more like, if you declare riichi directly after getting tempai, then Toki will know the next tsumo the opponent gets is tempai tile, and thus she'll have a way to make it "slide" by ponning or chiing. If you however don't declare riichi immediately after getting your tempai tile, then Toki will have no way of knowing you'll be in tempai one round in the future, and thus can't deflect this by pon or chi.

I assume these countermeasures only work because Toki's power is limited to one turn into the future. Kyoko doesn't seem to know Toki can see beyond that.
Of course, using double or triple turn ahead is dangerous, but if that's the only way to win, Toki will probably use it next chapter.
