I remember the time my friends and I saw Evangelion from start to finish and joking about how the studio had ran out of money, so that's why they made this scenes with a single frame and the whole last two episodes being crayon scribbles.
Of course they got money and did a proper ending but hat feeling when we found out the studio indeed had ran out of money and the scribbled psychological shit was all they had was the most glorious day to date.

Gainax (Anno) had a history of running out of funds and shitting out an ending. Gunbuster was shot entirely in black and white to cover up the fact they never animated the climactic battle and were just using rough pencil drawings.

They didn't shoot in black and white because it was cheaper they shot in black and white to disguise the not-animated final battle in with the fully animated remainder of the episode. I'll be honest, I don't know if they ran out of time or money but the climactic battle is a pretty obvious rush job.

Yes, that is true.
They had plenty of money and plenty of time. It's an OVA, there's no hard deadline like TV.
Anno just didn't feel the battle was as important to the story as the emotional climax of the characters.
