Because there wasn't as much of a market to bank on so you had to put effort to attract viewers. Now anime is well established and sells based on which studio or which well defined genre they adhere to. The crowds already there so why bother trying to attract them? Same for video games and movies to an extent.

Animation quality has little to do with being old or new. You could find one of the best animation ever made in the old Disney movies.
TV shows usually look worse when they're old because they didn't spent too much budget into it (i would say that already changed in the 80's, if we're talking about anime), but movies like Wanpaku Oji no Orochi Taiji (1963) look great while being one of the first productions of his kind in Japan.
