Assuming you'd have a very cheap tuition of 10 000 dollars a year, you could take that 80 billion dollars and pay the tuition for 8 million people for one year. The trick is to realize with the advent of the internet (and even public libraries) you can self educate at a rate much faster than institutions allow for while also refining what you choose to learn and in what order.
