Assuming you'd have a very cheap tuition of 10 000 dollars a year, you could take that 80 billion dollars and pay the tuition for 8 million people for one year. That doesn't sound like very many in a country of 350 million. And bear in mind that 8 million is a very generous estimate with a very cheap tuition. And, as we all know, when state does something, it won't be cheap.

The trick is to realize with the advent of the internet (and even public libraries) you can self educate at a rate much faster than institutions allow for while also refining what you choose to learn and in what order. The only limiting factor now is your own motivation. What I hate seeing today is people equating anti-high education institutions with anti-intellectualism. Its just not the case.
