Purely from the anime, yes, Futaba was the least experienced and whatnot. However, Futaba was the main character of this anime. So naturally, her voice actor, Rie Takahashi, would be the one displaying her talent the most during the course of the show and getting recruited to more major rules after it was over. Despite playing the role of the least competent, she was actually the most competent.
