Gender norms are complicated things, they're collections of behaviors that are expected of men (or women) in a society. If you allow men to deviate from the norm by being gay, that's not sooo bad on its own. But it makes it clear that some deviation from the norm is ok. What if the gender norm is "men should work to provide for their families?" A man can look at a gay person and see that deviation is allowed, and so if he's inherently lazy he'll go on the dole or something.
The tragedy of the commons is that allowing substantial deviations from the norm allows men to deviate according to their own weaknesses, and the sum of all these deviations creates chaos.
