How would you go and enforce sterilization of untalented, addicted, infected, genetically damaged, less-intelligent, less capable people? Maybe make sterilization a requirement if one is to receive a large government aid (housing, medical expenses, money)? Unfortunately surgical procedure is the only way. There is no pill or substance that will make you sterile permanently .
