a) Do the EU want it?
b) Will it lead to less cucked policy decisions by European countries?

Directly it won't change shit for the EU. In fact it will mean a big region making more wealth, which is good. But a big chuck of northern italy has wanted independence for a long time. And even if now they're more tipied about it (and are simply asking for economical autonomy), clearly noone knows if this vote will be the foundation of a future independence request. So I'm guessing that the EU is neutral or okay with this thing but is intending to be careful and monitor the situation for the farther future. In these weird times anything can be a precedent for something big - that's why they don't support catalunya's independence in the first place

I personally liked the government for the times it was set in (although I think part fo teh decline was due to still refusing to give any representation to lords of the lands controlled and in insisting to still send venetians in every town to manage things, in fact local nobles would very often jump the ship when foreigners invaded)
