He places a bomb on someone. This person can be anybody that isn't a Stand user, and they also have to know Kira's identity.
If someone confronts the bombed person about Kira in any way, shape or form, the bomb blows up the person and anyone involved or in the general area of its explosion. The bomb sets off a rewind that warps time to the morning the bomb was planted. Anyone who was blown up by BTD will blow up again at the exact point in time they blew up before (regardless of whether they confront the person with BtD planted or not). Time will rewind every time the victim is confronted about Kira, and the bomb itself will prevent the victim from killing themselves. The bomb can be removed if you force Kira to defend himself, as he cannot use Killer Queen's main ability if BtD is planted.

Put Stand in someone. Someone finds out his identity through them. Stand's image is reflected in their eyes. Explode. Day resets. Only the person possessed by Stand knows. Explosion reoccurs at same time regardless of new events so long as Stand stays with initial target. If he recalls Stand after explosion but before reset, success.

In addition, while it's never directly stated, it's implied he needs to manually arm the bomb when planting it for the first time on someone. He's never shown planting it on Hayato but towards the end he's shown trying to push Killer Queen's "switch" to trigger Bites the Dust (though it's not clear if he has to activate it himself the first time using the switch, or if the switch is just to arm it)
