The thing is that the EU gave that money to demoralized people, raised during communism, who were used to bypassing the law and stealing money through various legal tricks, so they don't care about such things as administering the country or managing it, but rather they see those funds as a cheap stream of money to be spent on anything
Once those funds dry up, then you might see some economic troubles in Poorland. Despite having those funds, the public debt is going up anyway.
