It pretty much did. Key differences being:
Urusei Yatsura is an anti-harem, in contrast to To Love-Ru, which is a harem. Ataru pursues sex with all the cute girls, only to be rejected/hated by most of them. In contrast, Rito, who's cock is desired by every female cast member, but he responds with "w-we can't do this, we're too young!".
Urusei Yatsura puts comedy first. To Love-Ru puts porn first.
