We don't actually know that. It actually would have been perfectly reasonable for Azami to bump everyone up to fill the now empty seats and then add the new ones including Hayama at the bottom. Thus explaining why he has Eizan's seat if Eizan is now the 6th seat.

Actually, I wouldn't be surprised if Doujima ends up being director post Azami. I think Senzaemon is legit going to retire, and Erina is too young. So unless Alice's dad takes over, I see them going outside the family temporarily.
