Iran wants to maintain this illusion that the PMU is part of the Iraqi army and does not want to make it look like they have full control. Keep in mind, even shia in Iraq would not be too happy of having iran fully controling their armed forces. The PMU heads might be under Iran, but most of their manpower isnt. Its a sticky situation, Abadi's personality doesnt help too.
