Campos is dead. He was the 2nd man in a 3-man ISIS cell. FBI-JTTF needed several days to come up with a replacement agent with acceptable physical attributes (i.e. the "Campos" that has been trotted out only on the Ellen show). The FBI floated this stand-in Campos to flush out the 3rd shooter, who is on the run and/or being aided and abetted by actors either in the US or Mexico. They are monitoring all communications in the hope that there's a spike in chatter activity by his likely handlers. This "revelation" that he fled to Mexico is simply the FBI floating an alibi for why literally nobody saw him for several days.

For further proof, the current "Campos" is using a cell phone with a different number than he had before the shooting. Why would his number change after the shooting, you may ask. It is because the FBI-JTTF have his actual phone and are waiting for his handlers to reach out to him, seeing that he supposedly is alive and/or "traveled" to Mexico, i.e. not to his handlers but to a third party. All calls to his current phone are being re-routed to the FBI for analysis. They are recording all calls and are listening for coded messages.
