Want probably cause to search someone's house? It's problematic to create a stolen property claim out of thin air; you actually need someone to claim their property was taken. It's easy as fuck to say to a judge, "yeah, we suspect he's in possessions of narcotics" because the object comes from the black market and has no trail of ownership. Also, drugs are so pervasive that you can make an easy argument that anyone might be in possession of them. So you have a warrant based on the essential nothing more than the word of one LEO. Don't find drugs once your No-Knock warrant is served? No problem, you have amazing access to any drug you'd want to plant and know exactly how to cover your trail.
CP operates the same way. You don't need evidence of complex fraud, hacking or terrorism; just the suspicion that someone has the right arrangement of 1s and 0s is all it takes to seize every electronic device they own. At the mere mention of CP procession you lose half of everyone's benefit of the doubt or skepticism of the subsequent charges, at least. No one wants to defend a pervert or be seen as sympathetic to a monster. And where did this suspicion originate? By the time you have their devices in custody, it doesn't matter if there's nothing incriminating because it's simple to sprinkle in a little digital narcotic evidence.
