When you read or heard others call black people "chimps" they're not necessarily trying to be dismissive, but rather descriptive. In general, that's exactly how they behave. So, while black people tend to have issues grasping notions like consequence, legacy, saving, etc. they can actually emulate it very well when surrounded by people whose actions they can copy. That's the reason why a lot of people (including myself) know black folk who are decent and nice. The problem is when they as a whole don't integrate into positive society and gather around in self-made ghettos.

When they are around white people even the dumbest black will try to emulate them. Both. The racial and the economic component are connected.
Really. A country can take 2- 5% blacks just fine. But anything in the double digits leads to disaster.
Any sensible immigration policy is one of the three:
-Closed (or virtually closed) borders
-Only accepts countries with a PPP higher or equal than itself
-Requires an aptitude and language test before residence permits are issued
Anything other than that will inevitably lead to a huge disenfranchised underclass that is an existential threat to the nation's safety economy and stability.
