The irregularities mentioned above include multiple inconsitencies such as reports of victims being treated before the incident even happened or victims showing some signs of sarin poisoning but not others which is not possible, but there is no way to tell whether these are just simple errors of record-keeping or these errors indicate some attempt at staging the incident. Furthermore, suspicious irregularities exist on the government side as well, such as the fact that it initially made a public statement claiming to have bombed Khan Sheikhoun with regular munitions, but later changed its story and decided that no SAAF aircraft had bombed Khan Sheikhoun on April 4 after all.
Also worth noting that the JIM team NEVER actually visited Khan Sheikhoun, their reasoning being that given the time that passed since the incident, there is not much that they could still learn from visiting the incident site. Plus since the site is now controlled by al-Nusra, visiting it could mean danger to the safety of the team, so they decided against it. They did visit the Shayrat airbase, but mostly just for talks with the military reps there, they didn't actually collect any samples as they didn't think there would be anything worth collecting there. Their analysis is based entirely on the photos already available to the FFM, open source information, information submitted by UN member states, satellite imagery, witness interviews, and expert briefings.

My main beef with the conclusion, is that even assuming that all of the points listed above are true, this would not rule out the possibility that the actual sarin release happened from a ground source rather than from the bomb itself. This idea was touched upon in theory number 3, which was dismissed fairly early in the report and for reasons that I don't really understand. See, if I was intending to stage such an attack, here's how I would do it: I would set up a minor weapons stash or perhaps just a checkpoint which would provoke the enemy into launching an air attack. I would leak the information about this checkpoint to the enemy. In the meantime, I would hide a sarin container in very close proximity - probably without any designated remote detonation mechanism. Then I just wait. When the enemy air force finally hits the designated target, either the container gets broken and the sarin is dispersed from the bomb blast itself. After the incident, no matter how many experts and investigators visit the scene, they will not be able to tell whether sarin came from the bomb itself or from something else nearby that contained it.

I don't feel like this question was really addressed at any point during the entire report. For most of the report they dealt with the question of whether there was an actual air attack at all or whether there was an IED explosion, and since the crater resemebled that of the air bomb much more than a ground explosive, they came to the conclusion that the SAAF was probably responsible. Only briefly on page 23 they considered an additional possibility that there might have been an air attack which caused the release of sarin which was on the ground at the time, but for reasons that I don't understand, they only considered this option in connection with two specific locations which did not correspond to the actual area from which sarin was likely released. Why? My main theory has always been that an air attack did happen at the crater site, but that the release of sarin was probably from a second-party source thoughtfully placed there by our friends in Nusra. If you look at the conclusions of the report listed above, nothing among them really either proves or disproves that theory.
