People who doesn't study art (almost the majority of Sup Forums) don't have a word about what's good visual.
Watch more movies/anime, study directors, etc.

In terms of art direction, probably Madoka. If we're talking design, Angel Beats!.

Visual direction is by far the most important thing to me about anime. If something looks good enough I'll watch it regardless of story/characters/ etc.

Cases in point: Uchouten Kazoku, Kiznaiver, Makoto Shinkai's works. All productions with meh stories but really good art.

Mushishi is probably one of the most beautiful series due to its amazing backgrounds
