Araki came up with Stands because he wanted to draw cool psychic abilities without having stuff just break randomly. He also wanted to represent a person's inner strength through the form of a spiritual creature (he bases Stands heavily off Yokais, mythological creatures, aboriginal dolls, etc).

it's kind of difficult to explain, but no. basically what pucci did with MiH is he took everyone's souls, gave everybody knowledge of their fate after the events at cape canaveral, and reset the universe so that everybody would know heaven.
MiH presumably sped all the way up to where Pucci's fate was being determined (him taking the stand disc from jotaro and learning how to attain heaven) and then pucci couldn't use it to speed up again until he reached the next 'turning point', or cape canaveral. I'm guessing he could use it as a combat stand, though.

When Pucci got his, so did Weather. Similar to how the Joestars got their Stands once DIO gained his, it has to do with blood relation (Jonathan's body). Pucci got his star from absorbing Green Baby, made from DIO's bone (technically Jonathan's? Iunno)
