they would need a scapegoat. and if stephen was actually their guy they might didnt want to kill him simply. maybe his brother instead seemed to be unstable/unreliable having them scared of him ratting out, but since he would have no way of getting enough guns and ammo with his money, nor get a place to stay with the right view on it all they thought it doesnt make for a good story. so they gave stephen some place to stay comfy, killed his brother to get rid of the threat, gunned down the people, and blamed it all on the brother claiming it was stephen. the "gunner" being dead would be important so that there isnt any trial where he could say stuff he shouldnt. but yes. its all speculation.

I think that the paddocks were involved in child trafficking/gun running.
