To do this please point out the specific part of Russian DNA that transcribes into Russian RNA, and then explain how a theoretical pathogen can "infect" this and only this part of the strand.

If it was well known there would t be a need to collect the samples for analysation. For proof of concept, a mild bio weapon could target sickle cell anemics by exploiting the existing genetic illness rather than being wholly destructive itself. This way, everyone gets the disease by only those with SCA have complications. Since you are targeting genetic groups, you can test allies and operatives to see whether they are susceptible before putting them in danger.
This isn't complicated or esoteric, it is actually a pretty simple idea. If you had taken the time I'm sure you would have refuse be same conclusion.
