The purpose of the military is to kill people. They are trained to dehumanize the enemy to make them better killers. Everyone besides sociopaths has a natural aversion to killing other humans, but it's different if they're not humans with names and families but just "the enemy" - which in guerilla warfare is potentially anybody.
To determine guilt is the purpose of the police. The military was asked to do the police's job, and they did what they were trained to do.

Came here to say this. Those men were drugged. Watch interviews of the soldiers themselves. An overwhelming majority of them blacked out/misremembered huge portions of what actually had happened. It's doubly bad because most of the people who committed the massacre couldn't function and essentially killed themselves from substance abuse.
