I've noticed a lot of people on Sup Forums come to the conclusion that there's some sort of conspiracy involving YouTube itself wanting to corrupt children with these videos, but in reality, it's a large group of third worlders exploiting the parental filter to get their videos on YouTube Kids.
Occasionally, you can stumble upon an algorithm searcher channel, they're pretty much bots who upload blank videos at different rates, usually ones who upload once a week, once a day or multiple times per day. The bots then search for those videos and calculate certain values for what the algorithm is favouring that month.
That data is sold on to the people who upload "kids" videos, usually Indians and Chinese people who simply don't understand that showing drinking and fighting to kids isn't a good idea. They figure out how often they need to upload, use bots to boost views and ratings and do everything they can to get at least one video on the trending page.
The last step is to simply pull in the ad revenue until their channels get shut down.
Rinse and repeat
It's not as shady as people make it out to be, it's all an effort to make a few dollars every day. If you actually look at the views over time for these videos, most of the views are from bots and get redacted after a few days, so they only make about $10 dollars per video, usually a lot less despite having millions of views.

Most of this is bullshit spread by the type of YouTubers with channel names like "RealLifeCreepyPasta" and shit like that.
YouTube easily detects click farming, and this method simply doesn't work any more. For the last year or so, one of the main trend algorithms revolves around the views generated in the first hour or so, a period of time known as the publishing period. The higher the views, the more likely the video will trend.
The reason why they'll use just generic view boosting using bots that only view the video with different proxies is because YouTube rarely punishes the channel for it, just removes those views.
The "grooming for predators" is all bullshit, the people behind these videos literally pump out hundreds of videos every day across multiple channels, they simply don't care about what they put up, hence the often adult themes in the videos.

Seriously, if you've actually done any research into what's going on, you'd know that the vast majority of the people involved don't live in countries where their real estate taxes would be visible online, nor do they use their real names.

But if you really want to know where I got this information, I work for a YouTube network (not saying which one but it isn't Maker) and deconstruct the trend algorithms each week since YouTube themselves don't publish this information.
It's my job to analyse the activity of these channels as they're often the first to pick up on slight variations within CPM and trend algorithms.
If I can't figure it out, I use the exact same methods they use, upload hundreds of blank videos and use those to detect what changes have been made.
Youtube can detect the same video uploaded twice on the same channel, to prevent you from re-uploading a video that was removed via a community strike. However, this system doesn't detect the same video on two existing channels. This system also detects Adsense abuse, so the same video removed and uploaded again won't generate any revenue, and can also get your CPM lynched. The only way around this is uploading the same video on multiple channels, or by making small changes, usually reversing the video, mirroring the video or adding a window around it.
The latest content review bot used by Google (It's actually Google bots repurposed for content moderation) has started lowering the CPM as a precaution when it detects windows around videos as it's a way around copyright detection, so the multiple channel option remains the best.
