The territory wasn't lucrative enough, and too far away from trading ports. The Roman strategy was to control the Mediterranean sea, and all the ports, and then trade with the barbarians in the interior. With such an arrangement, the roman empire should, in theory, remain financially dominant over the barbarians.

The Carpathian mountains and the Pontic steps. Roman power was built upon navies. Once they controlled the North African and Iberian coasts after beating the Carthaginians, cleaning up Iberia and Gaul were pretty easy, then they cleaned up the Levant. Gaul to Britain was also easy.

Crossing the mountains and fighting with cavalry in plains was something the Romans never got super great at - the Parthians, Scythians, and Sassanids were a constant struggle at the frontiers.

To control the Pontic Steppes, from the Danube to the Urals and south to the Carpathian Mountains and the Black Sea, mobility and the ability to strike with force was necessary, so that entire Central European Plain has been rules by nomadic horsemen since the Indo-Aryans.
