I've never worked with digital outside of MS Paint + mouse so I don't really know how the feeling compares. Doing traditional is fulfilling for maybe a second since I'm still in the phase where the skill of my eye exceeds that of my hand, so I can see that I'm fucking up and usually what I'm fucking up on, I just can't get my hand to obey as it should. But that's more of a general art thing than it is a medium specific thing.

Not him, but the artist might not have experience with color and would prefer to not ruin someone's piece with bad coloring until they've practiced some more on non-deliveries or they might not be interested in coloring at all. I've seen plenty of artists who just want to work with graphite or ink.
Linework isn't necessarily a huge demand unless you're including extensive shading with pen/ink, but getting good, clean linework can be a struggle, especially if you have shaky hands. That said, if the artist didn't do linework (or color) on a request before they uploaded it, they probably don't want to do it at all for that pic.
