According to Hobbes, civil society owes its order and legitimacy to a social contract. This is a contract of each person with every other, to establish and maintain a sovereign with the authority to make laws and to enforce them against those who would otherwise defect. God has no part in this contract, since it is only when it has been struck that people have the peace and the leisure to make proper room for him. It was precisely the religion-induced defection of the subjects of King Charles I that had plunged England into civil war, and anybody truly concerned for the well-being of his fellow citizens would recognise, Hobbes believed, that the social contract must always take precedence over whatever religious enthusiasm claims some rival obedience. That, for Hobbes, was the meaning of an established church.
