I live in London and drink nothing but tap water. I've never had my T checked, but I build muscle easily and feel energetic and strong. Certainly I have concerns about remnants of birth control in our water supply, but it doesn't seem to be something worth worrying about. I think it's better to focus on diet and exercise. Besides, the only alternative to tap water is bottled water, and plastic is a major concern in many ways, including the hormone issue.
