The movements are nothing like Aku no Hana's though. The scene is animated by Osamu Tanabe who is good at realistic animation, but even in the episode the movement wasn't very realistic to begin with.

It was very Aku no Hana user. The way everyone swayed around confirms rotoscoping.

If anything, it could have had a live-action reference but it doesn't look traced over. The swaying movement isn't something that can't be done by conventional 2D animation.
