Baby was a parasite that had mutated Vegeta's body to the point that he wasn't even a full-blooded Saiyan anymore, at least according to Vegeta himself. At that point it wasn't simply Baby residing in Vegeta's body, it was more of a weird fusion between the two.

Goku Black is Zamasu's actual soul within Goku's body. Goku's Saiyan instincts even influenced Zamasu's personality somewhat. He could also achieve an actual legitimate Super Saiyan transformation.

I'd say Baby is more like Buu than he is Black.
