You can use it to whipe out the entire population. But to make them surrender and keep control you need personnel.
If Esdeath was alone the enemy would just avoid her, and if she was all the empire had to offer, the capital would fall the moment she would go away from there.
A lonely super unit is not enough. And would be a pain for her as well. Look like you have no idea what is to have to deal with forces spread in a wide area that attack you from everywhere. And how hard is to even keep location of them. There is many instances in history of batallions of the same army battling each other without even notice.
