Here's a really interesting article from back in 2002, where The Montgomery Advertiser interviewed a bunch of people in the Gadsen court system, and who had previously worked with Moore when he was an assistant DA.
Basically everyone said they had juicy gossip about Moore and despised him, but would refuse to talk about it as long as he was on the State Supreme Court and could potentially use that influence to retaliate against them.

What Moore did was the logical conclusion of a fundamentalist Baptist "purity" culture, where you celebrate female virginity with "purity balls" and try to marry off teenage girls before they have a chance to "sully their honor" with a boy their own age. And since the purity culture puts a strong emphasis on the "daddy-daughter" relationship to the point of fathers basically taking their daughters to a prom, OF COURSE these families would seek to marry their girls off to an older man who would be their new DADDY and provider.
Moore was dating young because there's always a "courting period", even in these arranged relationships- as he said, he "asked the mothers for permission". Except Moore went beyond the even these fringe norms, and wouldn't take "no" for an answer. He was molded by his culture to fetishize young teens, and acted on those desires.
