Did they do anything with Shouya's childhood friends-turned-bullies in the present? That felt out of place in the manga, they just sorta showed up a few times and nothing came of it.

No, the same as the manga. Shouya sees Shimada at the theme park and it briefly shows a flashback of Shimada and the other guy soaked by the river when Ueno tells Shouya that they saved him.

Shinkai is an AMV maker repeating the "tfw no gf" theme over and over again.

It wasn't but could be inferred from context/reaction and sometimes Shoya would say it out loud to confirm (which was subbed)

Was the ending just as dissatisfying with no full circle reconciliation with his boys, or anyone pointing out fact that Ueno doing what MC is doing for Shoko, for him?

I think I'm still butthurt, 3 weeks has not been enough to get over what felt like a story axed before it came full circle. Just as his life was starting to come back together as those he knew were coming back into his life one by one, it stopped before he made up with his bros.

Did you see the movie in Scotland or at the Leeds film fest? I understand in Scotland the subs were edited by the organizers to remove the sign language subs. I wonder if maybe this was fixed elsewhere.

Instead of everyone meeting at the hospital again after Shouya wakes up, they met at the culture festival and did their apologies. The elementary school class reunion part never happened. His wish then was to "go around the culture festival with everyone", so they're walking around outside and it shows Shouya take his hands off his ears, listen to everything and look around at everyone there and the crosses drop off everyones face. He then starts to cry and it has the different characters pop up on screen to the music and he says something then fin.

I saw it in Bristol for BBCs deaf awearness week and they didn't sub the sign language, but most of the time someone in the film was saying what the sign language said. There was one occasion where I had no idea what Shouko said through.
