At the very least a "trusted" editor. There are a lot of them, if I recall correctly. Permanent locking requires an admin, which leads me to believe that this isn't the case, since it's a temporary lock that expires in a few days.
This seemingly is really old school trolling. You'd think Wikipedia has safeguards against it, but apparently this is affecting a bunch of ostensibly locked articles, so it's probably someone fucking with Wikipedia's code itself.
